CORAM : THE CHIEF JUSTICE DHIRAJ SINGH THAKUR SRI JUSTICE NINALA JAYASURYA DATE : 17th November 2025 P C : The petitioner seeks consideration for admission in MBBS/BDS course for the session 2025-26 in the sports category. The petitioner claims that she has to her credit a certificate issued by the Andhra Chess Association, dated 10.10.2025, certifying her participation in 49th National Women Chess Championship held at Rajpath Club, Ahmedabad, between 30.06.2023 and
10.07.2023. It is stated that whereas initially her name figured at S.No.17 in

the tentative priority list prepared by the Sports Authority of Andhra Pradesh (S.A.A.P), but she was later relegated to the 55th position. It is stated that the petitioner filed a grievance petition with the University on 11.10.2025, which was forwarded by the University to the S.A.A.P for a resolution on 14.10.2025, which has remained pending since then without any action whatsoever. 2. The case of the Sports Authority is that the petitioner was not given credit for her participation at the national level inasmuch as the petitioner had failed to produce the backup certificates with regard to her participation at the State level. 3. This issue has already been considered by us in the case of Krishnamsetty Praneetha v. the State of Andhra Pradesh1 wherein in para No.8, it was held:
“8. The only purpose which is served by requiring a candidate to produce the backup certificate is to ensure that the certificate of participation produced by a candidate at the National Level is genuine and that the National Level participation could be justified only if a candidate had also participated at the State Level. It is only for that reason alone that in our opinion the conditions are fixed for producing the backup certificates.”
4. In the instant case, learned counsel for Sports Authority has fairly stated that there were no questions raised regarding the authenticity of the certificate issued by the Andhra Chess Association. 1 Passed in W.P. No.31326 of 2025, dated 13.11.2025

5. If that be the stand, then the insistence by the Sports Authority to produce the backup certificate would be meaningless. Since we have already taken a view, which we have expressed in the case of Krishnamsetty Praneetha (supra), the petitioner, in our opinion, is similarly situate.
Had there been any other reason to deny the petitioner, as in the present case, her
consideration, the issue would not have been kept hanging from 14.10.2025 till date by the S.A.A.P authorities. We are also told that the S.A.A.P authorities have failed to prepare the priority list in accordance with the orders already issued in W.P. No.28438 of 2025 as also the directions in W.P. No.31326 of 2025.
Learned counsel for the University states that the entire issue with regard to admissions has to be given a closure in any case by 20.11.2025 and it is only on account of the S.A.A.P authorities, the seats in the sports quota remained unfilled.

Be that as it may, we allow the present writ petition and direct the respondents to consider the case of the petitioner in the sports quota based upon her participation in the National Level Championship. We also make it clear that the issue with regard to the authenticity or genuineness of the certificate so produced by the petitioner, shall be kept open and in case it is subsequently found that there was any unfair attempt on the part of the petitioner to seek admission, it would be open to the respondent University to cancel the admission, if such a situation arose.

We also direct the Sports Authority to forthwith forward the priority list in due compliance to the judgments and orders which have been passed by us till date. The Sports Authority shall ensure that modified priority list shall be sent, in any case, by 18.11.2025 noon. No costs.
Pending miscellaneous applications, if any, shall stand closed.
