Raju, learned counsel appeared on behalf of the petitioner; Mr. Th. Vashum, learned GA appeared on behalf of the respondent nos. 1 & and; and Mr. Romendro Sharma, learned counsel appeared on behalf of respondent nos. 3, 4 & 5. At the outset, before the learned Sr. counsel appearing for the petitioner advanced his argument, this Court pointed out that the validity of the agreement executed between the petitioner and the Department of Transport, Govt. of Manipur on 10.07.2024 had expired on 9th July, 2025. The learned Sr. counsel clearly submitted that on perusal of the said agreement more particularly para 4 of the said agreement it is ascertained that the validity of the said agreement is from 10th July, 2024 to 9th July, 2025 and shall subsides for a period until 9th July, 2025. In view of the above, it has been fairly submitted by the learned Sr. counsel that since the validity of the agreement upon which the petitioner is claiming relief in the present petition had expired, no effective relief can be granted and that the issue raise in the present petition has been rendered purely academic. Mr. Th. Vashum, learned GA and Mr. Romendro Sharma, learned counsel appearing for the respondents submitted since the validity of the agreement on the basis of which the petitioner is claiming relief had already expired with effect from 9th July, 2025, no effective relief can be granted in the present writ petition and as such, the present petition can be closed. Taking into consideration the submission advanced by the learned counsel appearing for the parties and also on perusal of the record, this Court is of the consider view that as the validity of the agreement dated 10.07.2024 executed between the petitioner and the Department of Transport, Govt. of Manipur had already expired on 09.07.2025, no effective relief can be granted in the present writ petition and the issue and question of law raise in this petition has been rendered purely academic. In view of the above, the present writ petition is hereby closed as infructuous. It is, however, made clear that the question of law or the issue of law in this writ petition is kept open for adjudication in future proceedings if and when such necessity arises. JUDGE Lucy
