1. Heard. 2. Learned counsel for the petitioner submits that though the second time pay scale has been granted to the petitioner by the Civil Surgeon, Ambikapur/competent authority on 24.03.2015 (Annexure P/6), but the same has been declined by the Divisional Joint Director, Treasury Accounts and Pension, Ambikapur vide order dated 24.02.2016 (Annexure P/15). 3. Be that as it may, the petitioner is at liberty to file representation before the respondent No.1/competent authority for redressal of his grievance and the respondent No.1/competent authority is directed to consider and decide the said representation of the petitioner on its own merit strictly in accordance with law by passing a reasoned and speaking order within three months from the date of receipt of the said representation, as it is an internal dispute between the Department of Health and Department of Finance. 4.
