The instant petition has been filed for the following relief:- "Issue a writ, order or direction in the nature of mandamus directing and commanding the respondent no.3 to decide the case No. 388 (Girindra Vs. Girish) and 389 (Girindra Vs. Narendra) under Section 20 of Consolidation of Holdings Act pending before the Court of Consolidation Officer within stipulated period of time." 2. Mr. R.C. Srivastava, learned Additional Chief Standing Counsel for the State respondents submitted that restoration application filed by petitioner is highly time barred, as such, no direction can be issued for expeditious disposal of time barred proceeding. 3. Considering the fact that restoration application dated 4.1.2020 filed on behalf of the petitioner for recalling the order dated 23.9.1989 is highly time barred, no direction can be issued for expeditious disposal of the aforementioned time barred restoration application. 4.
