At the very outset, learned counsel for the petitioners contends that the issue involved in the present case is covered by the judgment dated 24.07.2015 passed by this Court in CWP-23074-2010 titled as ‘Ram Pal Patwari and others Vs. State of Haryana and another’ and other connected cases. Learned State counsel does not dispute the aforesaid factual position.
