Heard Sri P.V.Ravi Venkata Sankar, learned counsel for the petitioner and Sri V.Farooq, learned Assistant Government Pleader for Home. 3. Sri P.V. Ravi VenkataSankar, learned counsel for the petitioner, submitted that the petitioner is the Joint Secretary of Sri Rana Ankamma Chinna Gudi, situated within the Pedda Gudi premises at Naguluppalapadu Village and Mandal, Prakasam District. The temple, which is primarily managed by the Vaddera community of the village, has been a centre of worship for nearly 270 families who have been performing rituals and celebrations peacefully for several decades. It is stated that after the demise of the former temple trustee, late Sri Marella Venkateswarlu, in 2018, internal rivalry developed between two factions within the community. Subsequently, a new temple committee was formed and duly registered with the Sub-Registrar, 4 Ongole, under Registration No.142 of 2023 dated 16.05.2023, comprising dedicated members to manage the affairs of the temple and conduct festivals in an orderly manner. The petitioner alleges that Respondents 5 to 11, who do not belong to the officially registered temple committee, are illegally interfering with the management and attempting to organize religious functions without authorization. It is further stated that these respondents planned to conduct temple festivities from 10.05.2025 to 17.05.2025 without the consent of the registered committee. Based on a complaint lodged by one of the petitioner’s associates, Crime No.69 of 2025 was registered on the file of N.G. Padu Police Station for offences under the Bharatiya Nyaya Sanhita, 2023. However, despite registration of the crime, no preventive or effective action has been taken by the police authorities against Respondents 5 to 11. Hence, the present Writ Petition is filed. 04. On the other hand, Sri V. Farooq, the learned Assistant Government Pleader for Home, on written instructions, submitted that there are existed long-standing disputes between two factions of the Vaddera community with regard to the management of the temple. It was further submitted that one Sri GunjiKondaiah and seventeen others belonging to the rival faction had, over the past six months, been obstructing the petitioner’s group from organising the Ankammathalli and Renukamma Thalli festivals, owing to political rivalry and their intention to gaincontrol over the temple management. Harbouring a grudge, they allegedly conspired to cause harm to the members of the petitioner’s group, and in pursuance of the said plan, on 10.05.2025 at about 12:30 PM, Sri GunjiKondaiah and seventeen others unlawfully assembled at a secluded place, armed with sticks and stones, and launched a violent attack on Sri GunjiVenkata Rao and others, inflicting serious injuries upon them.Local residents, on witnessing the incident, rushed to the spot and rescued the victims, who were subsequently shifted to the Government General Hospital, Ongole, for treatment. It was submitted that, as of now, the situation in the village remains under control, and there is no disturbance to 5 public peace. To avert any untoward incident, continuous surveillance is being maintained in the village through a day-and-night beat system, and meetings have been conducted with the village elders, advising them to maintain peace and harmony. Further, representations have been submitted to the Revenue Divisional Officer, Ongole, the Collector and District Magistrate, Prakasam District, and senior police officials, bringing to their notice the ongoing dispute between the two factions and requesting their intervention for an early resolution. Under these circumstances, that the allegations made by the petitioner in the writ petition are exaggerated, and that the present law and order situation in the village is peaceful and well-managed. Hence, it was prayed that the present Writ Petition be dismissed. 05. Having heard the learned counsel for the petitioner and the learned Assistant Government Pleader for Home and upon perusal of the record, it is evident that they are disputes prevailing between two groups with respect to the management and administration of the Sri Rana Ankamma Chinna Gudi and Pedda Gudi Temples. Both groups appear to be conducting parallel activities and making rival claims over temple control, leading to registration of multiple criminal cases. 06. In that view, the writ petition is disposed of, the respondent police are directed to look into the grievance of the petitioner and take appropriate steps according to governing rules and law. There shall be no order as to costs. As a sequel thereto, miscellaneous petitions, if any pending, shall stand closed. _________________________________________________ Dr. JUSTICE VENKATAJYOTHIRMAI PRATAPA Date: 25.09.2025 KKV 6 HON’BLE DR.
