State of Bihar & ors. reported in 1991 Supp (2) SCC 659, this Court directs the respondents that the representation of the petitioner be decided in accordance with law, within an upper limit of 15 days from the date of filing and they are at liberty to pass any further order considering the administrative exigencies.
