The instant writ petition has been filed praying for a mandamus directing respondent No. 2 to decide the Case No.01324 of 2020 being Computerized Case No.T2020436030324 "Report Lekhpal Vs. Mewalal" under Section 67 of U.P. Revenue Code, 2006, within stipulated period. 3. A preliminary objection has been raised by learned Standing Counsel that petitioner is not a party to the aforesaid proceedings and therefore, the proceedings cannot be expedited at his behest. 4.
