GP FOR SERVICES I 2 HCGR,J W.P.No.12032 of 2025 The Court made the following order: This Writ Petition is filed under Article 226 of the Constitution of India for the following relief/s:- “…to issue a writ, order or direction more particularly one in the nature of a writ of mandamus declaring the suspension proceedings initiated against the petitioner vide order in Rc.No.D8/DVC/SA/18th round/2025 dated 04-04-2025 by the 4th respondent, which temporarily suspended the petitioner from his duties as Field Assistant/Senior Mate without issuing any show cause notice or affording to petitioner an opportunity to submit an explanation, as illegal, arbitrary, highhanded, and violative of the principles of natural justice and consequently direct the respondents to reinitiate the petitioner as Field Assistant/Sr. Mate in Chamalagudur GP, Nandavarm Mandal, Kurnool District by set aside the order dated 04-04-2025 in Rc.No.D8/DVC/SA/18th round/2025 passed by the 4th respondent and pass such other order or orders.…” 2. Heard Sri P. Pavan Kumar, learned counsel for the petitioner, learned Assistant Government Pleader for Services-I for respondent Nos.1 and 3, Sri M.S.R.Chandra Murthy, learned Standing Counsel for respondent Nos.2 and 4 and Smt B.V.Aparna Lakshmi, learned Standing Counsel for respondent No.5. 3. Petitioner has been appointed as Field Assistant in Chamalagudur Gram Panchayat, Nandavaram Mandal, Kurnool District, in the year 2007. Basing on certain allegations, he has been placed under temporary removal/suspension vide proceedings in Rc.No.D8/DVC/SA/18th round/2025, dated 04.04.2025, issued by the 4th respondent, and he was also called upon to submit explanation to the charges leveled against him. Petitioner submitted explanation on 11.04.2025 refuting aforesaid allegations. However, the inquiry is stated to be still going on. 3 HCGR,J W.P.No.12032 of 2025 4. Learned counsel for the petitioner submits that inspite of submitting aforesaid explanation, though Clause 13B(5) of the Field Assistants Human Resource Policy provides for completion of disciplinary proceedings within thirty (30) days, the respondents have not concluded the inquiry. 5. Sri M.S.R Chandra Murthy, learned Standing Counsel for respondent Nos.2, 4 submits that inquiry is at an advanced stage and will be concluded soon. 6. In view of aforesaid submissions, without expressing any opinion on merits of the matter, with the consent of both the learned counsel, the Writ Petition is disposed of at the admission stage, directing respondent No.4 to conclude the inquiry and pass appropriate speaking orders, after providing due opportunity of hearing to the petitioner, within a period of thirty (30) days from the date of receipt of a copy of this order.
