When the matter was listed on 17.09.2025, there was no representation on behalf of the petitioner.
Hence, the matter was directed to be listed today i.e., 24.09.2025, under the caption, 8for dismissal9. 2. Even today also, there is no representation for the petitioner. 3. The learned counsel for the respondents submits that the construction of the Village Secretariat in Jyothi Village, Siddhout Mandal, YSR Kadapa District in pursuance of the proceedings vide No.751/CPR&RD/S/2019, dated 10.02.2020, is at the wisdom of the respondents. The same cannot be questioned unless agitating the malafides or extraneous consideration on part of the respondents, for which the learned counsel for the respondents had relied upon the Judgment rendered by the Hon9ble Apex Court in R. RAGHUPATHY AND OTHERS Versus STATE OF A. P. AND OTHERS1, wherein, the ratio laid down in establishment of Village Secretariat in Mandal head quarters is purely exclusive domain of the executive authority.
