Sri Panku Rajesh Kumar, learned Assistant Government Pleader for Finance and Planning furnished a copy of Written Instructions dated 23.09.2025. Copy of it is also supplied to the Counsel for the Petitioner. The same is taken on record. Relevant portion of the Written Instruction is usefully extracted hereunder: “2. It is to inform that, Bill with Token No.2025- 690282 for an amount of Rs.28,71,550/- related to the W.P No.11535 of 2025 is waiting for fund clearance and the same will be cleared based on the ways and means position of the State Government.” 3. The above extract would indicate that the bill has been generated and uploaded in CFMS Portal and waiting for fund clearance. Having noted the above instruction, this Court deems it appropriate to allow the Writ Petition at the stage of admission, without going into the merits of the case, directing all the Respondents, particularly Respondent No.1 to complete the entire departmental process, inter-departmental and intra- departmental by way of mutual cooperation and coordination, within twelve (12) weeks and transfer the amount to the account 4 of the Petitioner, within four (04) weeks thereafter. Writ Petitioner is directed to furnish the Bank Account details to the Respondent Authorities, within one (01) week from today. 4. With these observations and directions, this Writ Petition stands allowed. No order as to costs. 5.
