The petitioner, a distinguished member of Bar has filed this petition in public interest for indulgence of this Court to direct the respondents to immediately undertake comprehensive repairs, black-topping and maintenance of the Roads and Highways in Jammu District and for clearance of the landslides, debris and damaged sections caused by the heavy downpour of August 26-27, 2025, particularly along the Sidhra- Panjtirthi Belt, 4th Tawi Bridge and affected highway stretches. The petitioner has also sought issuance of direction to respondent Nos. 2, 3, 7 and 8 to immediately repair and strengthen the 4th Tawi Bridge including its approaches to reopen it for all vehicular traffic and further an independent inquiry be conducted in a time bound Committee along with an independent expert to investigate the lapses, Serial No. 6 2 WP(C) PIL No. 9/2025 negligence and inaction of the respondents in mitigating the heavy downpour’s aftermath including the failure to deploy mitigative measures during August 26-27, 2025 rains. 2. The petitioner has filed this petition without even approaching the respondents and as such, the relief sought for by the petitioner cannot be considered. The petitioner is under obligation to approach the respondents and in the event of inaction on the part of the respondents, then only the petitioner can file the petition. 3. In view of this, the petitioner submits that liberty be granted to the petitioner to approach the respondents through detailed representation for redressal of his grievances as projected in the writ petition and further respondent No. 1 be directed to consider the same and take an appropriate action in accordance with law. 4. In view of the above, the present writ petition is disposed of as having withdrawn with liberty aforesaid.
