Krishna Mohan) Heard the learned counsel for the petitioner and Ms. Santhi Chandra, the learned Standing Counsel for the respondents. 2. This writ petition is filed questioning the proceedings of the 1st respondent dated 25.10.2024, which was written in Hindi language completely. 3. The learned counsel for the petitioner submits that the petitioner is unable to understand the impugned proceedings of the 1st respondent and inspite of making submissions in English before the said authority, the 1st respondent deliberately passed the impugned proceedings in Hindi language again, which is not understandable to the parties concerned specifically, the writ petitioner. As the consequences of the same are not being noticed/understood, this writ petition is filed. 4. However, both the learned counsels submit that the similar matters are already disposed of by the Division Bench of this court in W.P.Nos.9030 & 13065 of 2024, dated 30.01.2025. 5. In terms of the same, this writ petition is also disposed of with the following direction: “7. In the interest of the justice, this Court deems it fit to remand the matter to the Appellate Authority for consideration of the grounds of Appeal on merits by writing the impugned orders in English as 3 HBKM,J & HVN,J W.P.No.2632 of 2025 required, so as to understand the same by the parties concerned for an effective implementation of the same. 8. Accordingly, the impugned orders of the Appellate Authority are set- aside by remanding the matter to hear the matter afresh on merits, giving due opportunity to the appellant before the Appellate Authority and the Appeal should be decided as expeditiously as possible in English. 9. Accordingly, this Writ petition is disposed of. Any deposit made by the writ petitioner during the pendency of the writ petition, it shall be dealt with in accordance with law. Interim order, if any, deemed to have been vacated. There shall be no order as to costs”. 6. The Registry is directed to append the copy of the common order passed in W.P.Nos.9030 & 13065 of 2024, dated 30.01.2025 to this order. There shall be no order as to costs.
