JUSTICE A. GUNESHWAR SHARMA O R D E R 04-08-2025 [1] Heard Mrs. H. Bisheshwari, learned counsel for the petitioners; Mr. S. Nepolean, learned Government Advocate assisted by Mr. A. Bheigya Meitei, learned junior Government counsel for the State respondents; and Mr. S. Biswajit Meitei, learned senior counsel assisted by Mr. W. Sanatomba, learned counsel for respondent Nos. 4, 5, 6 & 7. [2] By the present writ petition, the petitioner’s prayer is for a direction to the State respondents to complete the process of amending the recruitment rules of Deputy Directors, Social Welfare vide notification dated 25-11-2021. It may be pointed out that in the connected writ petition being WP(C) No. 857 of 2024 vide order dated 17-12-2024, this Court disposed of similar writ petition with a direction that the promotion to the post of Deputy Directors, Social Welfare be conducted after finalization of draft recruitment rules for the post of Deputy Directors, Social Welfare. [3] However, during the course of hearing, Mr. S. Nepolean, learned Government Advocate for the State respondents, submits that after NINGOM BAM VICTORIA Digitally signed by NINGOMBAM VICTORIA Date: 2025.08.04 16:27:00 +05'30' WP(C) No. 54 of 2023 considering all the representations submitted by the stakeholders, the draft recruitment rules for the post of Deputy Directors, Social Welfare issued vide notification dated 25-11-2021 was cancelled by an order dated 06-06-2025 issued by the Director (Social Welfare), Manipur in order to make a comprehensive draft recruitment rules after taking into consideration all the representations submitted by various stakeholders who are otherwise eligible for the post of Deputy Directors, Social Welfare. [4] In the circumstances, the cause of the writ petition does not survive and the writ petition is closed with liberty to approach an appropriate forum. It is clarified that the direction dated 17-12-2024 passed by this Court in WP(C) No. 857 of 2024 for finalizing the draft recruitment rules for the post of Deputy Directors, Social Welfare is still subsisting. Any promotion shall be made only after the finalization of the draft recruitment rules. [5] The orders/letters dated 06-06-2025 and 17-07-2025 issued by the Director (Social Welfare), Manipur are taken on record. [6] With this observation, the writ petition is disposed of. JUDGE Victoria
