IN THE HIGH COURT OF ANDHRA PRADESH AT AMARAVATI (Special Original Jurisdiction) [3457] TUESDAY , THE EIGHTEENTH DAY OF FEBRUARY TWO THOUSAND AND TWENTY FIVE
PRESENT
THE HONOURABLE SRI JUSTICE HARINATH.N
WRIT PETITION NO: 11079/2012 Between: V Rajya Lakhsmi ...PETITIONER
AND
The District Collector Cumselection and Others
...RESPONDENT(S) Counsel for the Petitioner:
1. TADDI NAGESWARA RAO Counsel for the Respondent(S):
1. GP FOR WOMEN DEV, CHILD WELFARE
The Court made the following Order:
There is no representation for the petitioner today. 2. When the matter is called, the learned Assistant Government Pleader submits that the petitioner is challenging the appointment of the 5th respondent as Anganwadi worker. It is submitted that the 5th respondent was selected by the selection committee and orders of appointment were issued. After she was placed at seniority No.1 in the merit list, the selection committee, consisting of the ICDS
2
Project Director, District Welfare Officer(DWO) and Child Development Agency (CDA), District Magistrate (DM), Head Office (HO), the local MLA, and the RDO, conducted the interviews, and the 5th respondent secured the highest marks in the interview. 3. It is submitted by the learned Assistant Government Pleader that the 5th respondent secured 11 marks in the interview conducted by the selection committee, whereas the petitioner secured 7 marks. The petitioner, in the writ petition, stated that she secured highest marks in class X compared to the marks secured by the respondent No.5 in class X. It is further submitted in the writ petition that the 5th respondent was selected at the instance of local politicians. 4. The learned Assistant Government Pleader submits that the selection process was completed in a transparent manner and the selection committee has also recorded the marks secured by each applicant who attended the interview. It is submitted that to apply for the post of Anganwadi worker, the applicant must have passed Class X and must be a resident of the village, apart from certain other criteria. The marks secured in Class X would not be the sole criteria for selecting the candidate for appointment as an Anganwadi worker. Even the notification does not indicate that any

preference is given to the meritorious candidate for having secured the highest marks in Class X. Passing Class X is a condition prescribed for applying for the post of Anganwadi worker. 5.
Recording the same, this Court is not inclined to interfere with the proceedings. Accordingly, the writ petition is dismissed. There shall be no order as to costs. Pending miscellaneous petitions, if any, shall stand closed. ____________________ JUSTICE HARINATH.N Date: 18.02.2025 NKA
