Heard the learned counsel appearing on either side and perused the materials available on record. 3. It is seen from the records that the petitioner was permitted by the Higways Department to lay an underground pipeline in his patta land, by an order dated 11.09.2024. However, while the petitioner was laying pipeline, the villagers were objecting the same. In this regard, the petitioner lodged a complaint and the same is pending on the file of the second respondent. 4.
