Tagum, learned Standing Counsel, Health Department. 2. On 11.09.2025, Court passed the following order:- “Heard Mr. S. Mow, learned counsel for the petitioners. Also heard Mr. T. Tagum, learned Standing Counsel for the Health Department. This PIL has been filed raising concern about the lack of amenities and services in various health units/hospitals etc., in the State of Arunachal Pradesh. The learned counsel for the petitioners submits that certain standards have Page No.# 31/32 been prescribed to be maintained as per the norms of the Indian Public Health Standard (IPHS) and the same has not been followed by the State Government. Mr. T. Tagum, learned Standing Counsel submits that Indian Public Health Standard (IPHS) per se cannot be applied to the State of Arunachal Pradesh in view of the population ratio which is much less compared to other States. He submits that the State Government is following its own guidelines issued through the Office Memorandum dated 17.10.2021, by the Government of Arunachal Pradesh in the Health and Family Welfare Department. Our attention has also been drawn to the earlier orders passed on 28.04.2022, 22.11.2022 and 27.08.2024 in the matter. Mr. S. Mow, learned counsel for the petitioners submits that in terms of the order dated 27.08.2024, the petitioners have filed a rejoinder affidavit on 18.12.2024, compiling the status of the CHCs and PHCs of the State. Mr. T. Tagum, learned Standing Counsel, Health Department submits that he may be given sometime to examine the rejoinder affidavit to find as to whether it conforms with the report filed by the deputed doctors, who conducted the verification. In view of the above, let these matters be listed again on 16.09.2025. Mr. M. Kato, learned DSGI appears for the respondent, Union of India and he submits that Union of India is only a proforma party.” 3. Mr. T. Tagum, learned Standing Counsel, Health Department submits that he has examined the affidavit filed by petitioners and found the same to be line with the reports submitted by the team of doctors concerned. 4. Considering the above submission and after perusal of the materials available on record, we find that the purpose of these PILs has been served and accordingly the same are closed. 5. Notwithstanding the closure of the PILs, we deem it appropriate to direct the respondent authorities to put in all their efforts to see that all Page No.# 32/32 the PHCs and CHCs are being maintained properly and importantly the deficiencies mentioned in the report which is filed by the petitioners in the form of a re-joinder affidavit on 18.12.2024 are addressed on priority basis.
