O R D E R Heard the learned counsel for the Writ Petitioner, learned Assistant Government Pleader for Social Welfare representing respondent No.1 and learned Government Pleader for Revenue representing respondent Nos.2 and 3. Perused the entire material on record. At request of both parties, this Writ Petition is disposed of. 2. The present Writ Petition is filed seeking the following relief: <…to issue an appropriate Writ, order or direction, more in the nature of Writ of Mandamus, declaring the action of 3rd respondent in not conducting any Inquiry into the social status of the petitioner, who belongs to Dasari caste, which was recognized and declared to be BC-A and the wrong entries made in the educational records as >Balija? which is a forward caste, even after placing reliance on the service particulars of her father as well as her cousins and the direction of 2nd respondent, dated 04.12.2014, whereby depriving of her precious opportunity of procuring an employment as illegal, arbitrary and is in violation of Articles 14, 16 and 21 of the Constitution of India and consequently, direct 3rd respondent to complete the Inquiry and take necessary steps for issuance of the caste certificate to the petitioner forthwith and to pass such other order or orders…=
3. Contents of the affidavit, filed by the Writ Petitioner, in brief, are that the Writ Petitioner hails from BC Community and belongs to Dasari caste, recognized and notified to be as Backward Class-A Group; that the father of Writ Petitioner worked as

Constable in the Home Department; that her father entered into service in the reserved category of BC-A category; that the father of Writ Petitioner died while he was in service and consequently, she and her mother were granted Family Pension. (b) Subsequent to demise of father of Writ Petitioner, she was brought up by her maternal uncle viz. T.Chenganna; that he, being an illiterate, entered his name as father of Writ Petitioner in the educational records and the same was continued till completion of her education; that the Writ Petitioner received pension till she attained the age of majority.
(c) That while applying for the post of Teacher in respect of the Notification issued by the State of Andhra Pradesh, the Writ Petitioner learnt that she belongs to Dasari caste; that the Writ Petitioner approached 3rd respondent for issuance of BC-A Certificate, to recognize her caste as Dasari amending the same from Balija caste, entered in her educational certificates, but 3rd respondent refused to do so. The Writ Petitioner made a representation to 2nd respondent on 03.12.2014, who in turn, directed 3rd respondent to conduct an Inquiry with reference to the social status of Writ Petitioner; that the inaction on the part of 3rd respondent in conducting Inquiry into the social status of Writ Petitioner was causing irretrievable loss. 4. Learned Assistant Government Pleader for Social Welfare representing respondent No.1 fairly conceded to dispose of, the Writ Petition at the discretion of this Court. 5. A perusal of the contents of the material available on record goes to show that the Writ Petition was filed in the year 2014 and by that time, the Writ Petitioner was aged about 42 years and at present, she was aged around 55 years. Therefore, considerable length of time has passed away. Therefore, having regard to the entire gamut of facts and circumstances of the Writ Petitioner, directing 3rd respondent to complete the Inquiry expeditiously would meet the ends of justice. 6. Accordingly, Writ Petition is disposed of, directing 3rd respondent to complete the Inquiry with regard to the social status of Writ Petitioner and issue the Caste Certificate to her, within a period of two (02) months from the date of communication of copy of this Order. There shall be no order as to costs. Consequently, miscellaneous applications pending if any, shall also stand closed. JUSTICE K. SREENIVASA REDDY
