1. This petition has been filed by the petitioner for issuance of direction to the respondent authorities to conclude the promotion process for extending the benefit to the petitioner for next higher post i.e. Area Organizer. The petitioner has also prayed for issuance of direction to the respondent authorities to open the closed envelop which is kept in abeyance and communicate the same to the petitioner.

Learned counsel for the petitioner would submit that the petitioner’s promotion has been withheld on account of criminal case registered against him for commission of offence under Sections 3(1)(S) & 3(1)(r) ARUN KUMAR DEWANGAN Digitally signed by ARUN KUMAR DEWANGAN Date: 2025.10.29 11:24:11 +0530
2 of the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989. He would further submit that the petitioner has been acquitted from the charges leveled against him in the criminal case, therefore, the instant petition may kindly be disposed of directing the respondent authorities to open the sealed envelop and consider the case of the petitioner for grant him promotion on the post of Area Organizer.
3. Learned State counsel on instruction would submit that they will open the sealed envelop as well as conclude the proceedings for promotion within one month.
4. The State is directed to open the sealed envelop forthwith and if the petitioner is found fit for grant of promotion, the benefit shall be extended to the petitioner within one month from the date of receipt of copy of this order.
