1. The present contempt petition has been filed for deliberate and intentional disobedience of order dated 18.03.2024 passed by Co-ordinate Bench of this Court in CRWP-2505-2024.
2. The relevant portion of order dated 18.03.2024 passed by Co-ordinate Bench of this Court is reproduced as under:-
“5. In view of above and without going into the merits of the case, the present petition is disposed of with direction to respondent No.2 i.e. Commissioner of Police, Ludhiana to consider and decide representation dated 08.03.2024 (Annexure P-4). in accordance with law within a period of one month from the date of receipt of a certified copy of this order.” GAURAV ARORA 2025.09.01 10:28 I attest to the accuracy and integrity of this document

3. In compliance of the above order, compliance affidavit/reply dated 27.08.2024 on behalf of Kuldeep Singh Chahal (IPS), Commissioner of Police, Ludhiana has been filed. The operative part of which reads as under:-
“3 (iv). The petitioner had further claimed that he had previously informed the police authorities that even before filing the divorce petition, his estranged wife had Backed his phone, leading to illegal monitoring and were tracking, resulting in him being followed at every location. It was further alleged that, pursuant to assurances given by the police authorities and the affirmation of divorce by his estranged wife, he had withdrawn his previous complaints, which accordingly
disposed of. However, following the grant of the divorce decree by the Ld. Addl. Principal Judge, Family Court, Ludhiana, the petitioner was consistently threatened and followed by unknown individuals, subjecting him to mental and physical cruelty. The petitioner further alleged that he had requested the Department of Home Affairs and Justice of the Government of Punjab for a serious investigation into the matter to protect his life and liberty. Consequently, the Department of Home Affairs and Justice, vide letter dated 09/08/2023, directed the Director General of Police, Punjab, to take necessary action on the complaint as per the law. It was also alleged that the complaint assigned PGD No. 227963/225054 dated 08/09/2023 was still pending before the Cyber Cell, Ludhiana. Additionally, it was alleged that the Cyber Cell, Ludhiana, had summoned the divorced wife of the petitioner three times, but she failed to appear before the investigating agency. The petitioner requested an investigation into the matter of phone hacking and illegal surveillance and sought protection for his life and liberty. v. That the preliminary investigation into the aforementioned complaint submitted by the petitioner was conducted by the ACP, Cyber Crime and Forensics, Ludhiana. During the same, it came to light that the petitioner had previously submitted a complaint assigned PGD ID No. 227963/225054 dated 08/09/2023, wherein he had also alleged that his mobile number, i.e., 95696-80599, was being tapped, resulting in his GAURAV ARORA 2025.09.01 10:28 I attest to the accuracy and integrity of this document
3 COCP-1683-2024 (O&M) activities being monitored by his ex-wife. In the preliminary investigation concerning the said previous complaint, a report was received from the Incharge, Technical Support Unit, Ludhiana, vide letter No. 2897/CCU dated 10/11/2023, stating that the petitioner's phone number had not been subjected to tapping, tracking, or location monitoring. Consequently, the No. aforementioned complaint, PGD ID 227963/225054 dated 08/09/2023, was closed and consigned to the record room. vi. That regarding the other allegations in the complaint dated 08/03/2024 (Annexure P-4) concerning the petitioner being threatened and assaulted by unknown individuals, it was noted that no evidence was appended with the complaint to support these claims. The petitioner was contacted via telephone and requested to join the preliminary investigation; however, despite multiple requests, the petitioner failed to join the preliminary investigation.
Therefore, due to the lack of evidentiary proof concerning the alleged assault or threats by unknown individuals, the aforesaid official, vide letter No. 2897/5L Cyber Crime dated 10/04/2024, recommended the filing of the complaint dated 08/03/2024 (Annexure P-4). These recommendations were subsequently approved by the deponent, and the complaint was accordingly filed on 10/04/2024. 4. That, in light of the aforementioned facts and circumstances, it is evident that the directions issued by this Hon'ble High Court vide order dated 18/03/2024, passed in CRWP No. 2505 of 2024, have been fully complied with as the petitioner, through his counsel, had forwarded a copy of the said order to the Office of the Commissioner of Police, Ludhiana, on 20/03/2024. In strict adherence to the mandate of this Hon'ble Court, the representation dated 08/03/2024 (Annexure P-4) appended with the aforementioned petition was thoroughly examined and duly considered. Following a comprehensive preliminary investigation the representation was formally decided and filed on 10/04/2024. This action was taken well within the stipulated period of 30 days from the receipt of the order dated 18/03/2024, thereby GAURAV ARORA 2025.09.01 10:28 I attest to the accuracy and integrity of this document

4. In view of the above, order dated 18.03.2024 passed by Co-ordinate Bench of this Court in CRWP-2505-2024 has already been complied with. 5.
Learned counsel for the petitioner does not dispute the same.
6. Accordingly, the contempt is purged. Rule is discharged.
7. Pending application (s), if any also stands disposed of.
