IN THE HIGH COURT OF ORISSA AT CUTTACK WP(C) No.20781 of 2025 Khagen Chandra Behera …. Petitioner Represented by Adv.- Mr. P.K. Satapathy, Advocate -versus- State of Odisha & others …. Opposite Parties Represented by Adv.- Mr. D. Lenka, AGA CORAM: JUSTICE DIXIT KRISHNA SHRIPAD ORDER 07.08.2025 Petitioner is complaining as to non-consideration of his representation dated 03.07.2025, wherein broadly he has sought for holding of inquiry regarding unauthorized utilization of his land for making construction of pucca road therein and also to consider his request for change of alignment by using the Government land instead of his. He also seeks payment of compensation (sic) damages as per law for using his land. 2. Learned counsel for the petitioner submits, that when a citizen makes grievance by making a representation, the same is entitled to be considered by the answering opposite party no.3, and that having not been done, this Court should come to the aid of his client. There is some force in the submission, inasmuch as learned AGA appearing for the official opposite parties says that the said representation shall be considered in a Order No. 01. time bound way and result thereof would be conveyed to the petitioner, if all contentions are kept open. In the above circumstances, writ petition is disposed off. Time for consideration, which would include informing result of such consideration, is eight (8) weeks. All contentions are kept open. It is open to answering opposite party no.3 to solicit any information or documents from the side of the petitioner, as required for taking a decision on the subject representation. However, in that guise delay shall not be brooked. I.A. No.12381 of 2025 pales into insignificance, in view of disposal of main matter. Now, no costs. Web copy of this order to be acted upon by all concerned. ( Dixit Krishna Shripad ) Judge Prasant Designation: Personal Assistant
