This writ petition is filed aggrieved by the action of the respondents for non-payment of the bills for the works undertaken by the petitioner. 2. Heard the submissions of the learned counsel for the petitioner, the learned Government Pleader for Municipal Administration and Urban Development, the learned Assistant Government Pleader for Finance and Planning, and the learned Standing Counsel for the respondent- Corporation. 3. The learned counsel for the petitioner submits that the petitioner has executed the works, viz., (i) Providing 110MM HDPE Pipeline at Palagudem 1st Division in Municipal Corporation, Eluru; (ii) Desilting of existing outfall drain from 20th Division to 26th Divisions in Eluru Municipal Corporation; (iii) Desilting of existing outfall drain from 1st Division to 17th Divisions in I-Town area in Eluru Municipal Corporation; (iv) Providing 110MM HDPE Pipeline at AA Colony, Nehru Nagar (from D.No.12-6 to D.No.12-163) in 15th Division in Eluru Municipal Corporation; (v) Providing 110MM HDPE Pipeline at Sagaralapeta, Ponangi 14th Division in Eluru Municipal Corporation; (vi) Providing 110MM HDPE Pipeline at Yalamalapeta, Ponangi 14th Division in Eluru Municipal Corporation; (vii) Providing balance 110MM HDPE Pipeline at Chinnamalapalli, Sagaralapeta, Pedamalapalli, -3- W.P. No.25492 OF 2025 Date of order: 22.09.2025 PeddaJandaChettuCenter at Ponangi, 14th Division in EluruMunicipal Corporation; (viii) Providing 110MM HDPE Pipeline at PeddaJandaChettu, Ponangi 14th Division in Eluru Municipal Corporation; (ix) Providing 110MM HDPE Pipeline at Muslim Area, Ponangi 14th Division in Eluru Municipal Corporation; (x) Providing 110MM HDPE Pipeline at Sai Nagar (From Good News EM School to Rajaka Street) 14th Division in Eluru Municipal Corporation; (xi) Providing 110MM HDPE Pipeline at SC Colony area, Ponangi 14th Division in Eluru Municipal Corporation; (xii) Providing 110MM HDPE Pipeline at NTR Colony, Hanuman Nagar in 19th Division in Eluru Municipal Corporation; (xiii) Providing 110MM HDPE Pipeline from New Hamali Colony to Old Hamali Colony, 1st Division in Eluru Municipal Corporation; (xiv) Providing 110MM and 160MM HDPE Pipeline at Arundhatipeta Colony, Kobarithota area in 16th Division in Eluru Municipal Corporation; (xv) Supply and delivery of material for Viksit Bharat SankalpYatra in Eluru Municipal Corporation; (xvi) Providing 110MM HDPE Pipeline at Lunani Nagar near Chataparru Road (from LIC Tirumala Rao house to Sridevi house), 6th Division in Eluru Municipal Corporation; (xvii) Replacement of damaged pipeline at Helapuri Nagar, 18th Division in Municipal Corporation, Eluru; (xviii) Engaging tractors and labour for removal of political flex banners and hoardings, and whitewashing of political party colours on Government buildings and structures in Eluru Municipal Corporation; (xix) Providing 110MM HDPE Pipeline at Ganesh Colony, Sai Nagar (from D.No.13- -4- W.P. No.25492 OF 2025 Date of order: 22.09.2025 453 to D.No.12-163), 14th Division in Eluru Municipal Corporation; (xx) Supply and delivery of soaps, towels, oil, water cans, Dettol soaps, slippers, etc., to UGD workers in Eluru Municipal Corporation; (xxi) Supply and delivery of laminated PVC employee identity cards in Municipal Corporation, Eluru; (xxii) Providing 110MM HDPE Pipeline at ManchamMaibabu Nagar, Palagudem 1st Division in Eluru Municipal Corporation; (xxiii) Supply and delivery of material for restoration at Gollayagudem Colony 134D to Helapuri Nagar, 18th Division in Eluru Municipal Corporation; (xxiv) Supply and repairs of doors, locks, and name boards at Municipal Office; (xxv) Conducting Volunteers Appreciation Programme (VAP) in Municipal Corporation, Eluru; (xxvi) Providing 110MM HDPE Pipeline at Balaji Nagar, SunkaravariThota with 110MM interconnection material, 6th Division in Eluru Municipal Corporation; (xxvii) Providing 110MM HDPE Pipeline at Ponangi near Pedamalapalli, 14th Division in Eluru Municipal Corporation, as entrusted by respondents 2 and 3. 4. The learned counsel further submits that the petitioner duly executed all the works to the satisfaction of the respondents 2 and 3 and thereafter submitted final bills for a sum of Rs.84,92,441/-. It is submitted that the progress of the work was recorded in the M book and the bills were approved and the same were uploaded in the CFMS portal. However, no payment has been forthcoming. 5. During the course of the hearing, the learned Standing Counsel appearing for respondents 2 and 3 does not dispute the submissions -5- W.P. No.25492 OF 2025 Date of order: 22.09.2025 made by the petitioner with respect to the completion of the work undertaken. 6. Considering the submissions, respondents 2 to 4 are hereby directed to verify and release the payments due payable to the petitioner as expeditiously as possible, preferably within a period of eight (08) weeks from the date of receipt of a copy of this order. 7. Accordingly, the writ petition is disposed of. No costs. 8. Pending miscellaneous petitions, if any, shall stand closed. ___________________ JUSTICE HARINATH.N BV
