Mr. Sanjay Raturi, learned counsel for the petitioner. 2. Mr. N.S. Pundir, learned Deputy Advocate General for the State of Uttarakhand. 3. Petitioner is serving as Junior Assistant in the Office of Chief Veterinary Officer, Narendra Nagar, District Tehri Garhwal. According to him, persons junior to him were promoted as Senior Assistant by completely overlooking his claim, therefore, he is also entitled to promotion as Senior Assistant from the same date, when junior to him were promoted. 4. By means of this writ petition, petitioner has sought the following relief:- (i) Issue a writ, order or direction in the nature of mandamus Directing the respondents to consider the case of the petitioner for promotion on the post of senior assistant from the post of junior assistant from the same date wherefrom the his juniors have been promoted with all consequential benefits. 5. Learned State Counsel submits that since petitioner has sought writ of mandamus, without making a formal demand before the Authority concerned, therefore, petitioner may be directed to first approach the Competent Authority. 6. Accordingly, the writ petition is 2025:UHC:7832 disposed of with liberty to petitioner to make representation, claiming promotion from the due date. If petitioner makes representation within three weeks from today, the Competent Authority shall take decision thereupon, as per law, within six months. It goes without saying that all persons, who are likely to be affected by the decision so taken, shall also be heard before taking any final decision.
