Jyotsna Rewal Dua, Judge This writ petition has been filed for the grant of following substantive reliefs:- “(i) That writ of mandamus may kindly be issued, directing the respondents to rectify the promotion order dated 18.01.1995 (Annexure P-3) and place the petitioner above the private respondents therein, as the petitioner belongs to December, 1993 batch and private respondents belong to 1994 batch, by following the rules of Seniority-cum- merit as mentioned in Punjab Police Rules, which are applicable to the State of Himachal Pradesh.” 2. Confronted with the question of delay & laches in seeking the relief against seniority list/promotion order of year 1995, learned counsel for the petitioner sought permission to withdraw this writ petition.
