2.
Learned Counsel for the petitioner submits that Respondent No. 2 has invited applications for recruitment on the post of Junior Instructor, Sewing Technology, and the petitioner has also applied for the said post on the basis of Diploma in Fashion Designing and Garment Technology. He further referred to the Office Memorandum dated 30th June 2023 issued by the Director General of Training (DGT) under the Ministry of Skill Development and Entrepreneurship, Government of India, and submitted that equivalence has been considered therein, and dress making or fashion designing and technology or sewing technology or surface ornament technique were kept in one master group, i.e.,
“Apparel”. He further submitted that the list of courses mapped with CTS Trades in Sewing Technology includes dress making, cutting, sewing or garment technology or apparel design and manufacturing through OPTEX, CAD and CAM. He further submitted that the qualification of the present petitioner is in conformity with the required qualification for the post of Junior Instructor, Sewing Technology, but the respondents have rejected the candidature of the present petitioner after document verification on the basis that the petitioner is not having any CITS course in Sewing Technology.
3. Heard learned Counsel for the petitioner and perused the material placed on record, including the Office Memorandum dated 30th June 2023, as referred during the course of
arguments. [2025:RJ-JP:44839] (3 of 5) [CW-13022/2025]
4. Admittedly, applications were invited for the post of Junior Instructor, Sewing Technology vide Notification No. 9/2024 dated 11.03.2024. The advertisement indicates that the candidate must possess a degree or qualification course in the relevant field recognized by AICTE, or two or three years diploma in the relevant field recognized by AICTE, along with National Craft Instructor Certificate, or two or three years diploma from any university recognized by UGC and Certificate in National Craft Instructor Certificate by DGT, etc. 5. Here in this case, the petitioner is required to have a degree or diploma in Sewing Technology, but the petitioner is possessing a two years diploma in Fashion Designing and Garment Technology. There are other candidates whose candidatures were also rejected by the department during document verification, and they have submitted a representations. 6. The issue before this Court is whether the discipline or trade in Sewing Technology is considered as equivalent to Fashion Designing and Garment Technology? 7. As per the document of ITI, Sewing Technology is defined as a body of knowledge, tools or processes used to join fabrics and other flexible materials into finished products like garments, upholstery and technical textiles. It covers training from very basic domestic machines to advanced industrial computerized systems used in mass production. core element includes machines, materials, and processes. In industrial dress, it includes automation, digitalization, and
[2025:RJ-JP:44839] (4 of 5) [CW-13022/2025] proximity. All vocational courses in sewing technology include education about machine operation, seam, stitch, pattern making, and garment construction. The course emphasizes need on practical skill through sequential industrial machine processing and very basic stitches to complete garment assembly. 8. The course of fashion designing is creation of clothes, accessories, and footwear by combining aesthetics, functions, and construction technologies in both creative and technical fields. It has focus on trained research, sketching, fabric selection, pattern making, garment construction, and production of collections. 9. The Garment technology refers to application of technology and digital tools to the design, development, manufacturing, and performance of clothing through fabric stage to finished apparel. The aim is to make clothes more fashionable, produce better fittings, more durable and in accordance with sustainability through advanced processes and materials. The key technology areas include computer-aided design (CAD), automated processes, and alternative joining emphasis. The focus is on new performance and sustainable fabrics with smart and functional textiles using nanotechnology.
10. These three disciplines are part of industrial discipline apparel, but actually they are three different groups having proper distinction in their course, plan, and subject study. The sewing technology is neither equivalent to garment technology nor to fashion designing. [2025:RJ-JP:44839] (5 of 5) [CW-13022/2025]
11. The Office Memorandum dated 30th June, 2023 and illustration list of courses mapped with CTS trades do not satisfy equivalence; rather, they only indicate that the larger group is apparel or sewing technology. 12. Having considered the aforesaid, the respondents have rightly rejected the case of the present petitioner while considering equivalence on the basis of qualification acquired by the petitioner. There is no ground to consider the case on merits. 13. Hence, the petitioner cannot make out a case for interference under Article 226 of the Constitution of India. 14. As a result, the writ petition under Article 226 of the Constitution of India, preferred by the petitioner, is hereby dismissed, along with all pending applications, if any.
