It was, however, with arrangement to open the gate as and when [2025:RJ-JP:44449] (2 of 2) [CCP-1673/2018] somebody intends to use the public way. The allegation exists that Watchman refused to open the gate. To monitor the aforesaid, suggestion has been given by the Government Counsel to put a CCTV Camera and accordingly, sanction has also been given for the aforesaid. Accordingly, this writ petition is dispose fo with the following directions: (i) The gate should not be obstruction for use of Gaurav Path. If gate is closed during night hours, it should be between 11 PM to 5 AM. During the intervening period of 6 hours given therein also, it should be opened as and when somebody wants to acess the public way subject to his identification, if so required, for the safety purpose. (ii) A CCTV Camera should be installed so as to monitor compliance of the direction given above.
