The Court made the following: ORDER:
This writ petition is filed under Article 226 of Constitution of India with the following prayer for : <… declaring the inaction on the part of the respondents herein not releasing and pay the total bill amounts worth of Rs.29,00,000/- with interest to the petitioner under the grant of Neeru-Chettu Scheme for execution of work as illegal arbitrary and violative of Article 14, 16 and 21 of the Constitution of India and consequentially direct the respondents to release and pay the total bill amounts worth of Rs.29,00,00/- with interest to the petitioner forthwith under the grant of Neeru-Chettu Scheme.=
2. The petitioner entered into an agreement with the respondent i.e., execution of work for Strengthening of eroded banks by construction of retaining walls and cattle ramp on G.E.Bank canal near Mallapukota Village limits in D.C.Tallarevu on nomination basis at estimated rates vide Agreement.No.170DNC/2018-2019, dated 30.06.2018 and completed the work within time and after checking the measurements as per M-Book.No.927GE the authorities prepared the bill dated 28.11.018 for an amount of Rs.6,30,768/-, but the respondent authorities did not passed the pay order. 3. Further the petitioner also entrusted another work vide proceedings of the District Collector dated 12.02.2018 for execution of work for Strengthening of Gate elements platforms by providing C.C.platforms and paining to Coringa Regulator in Yanam town limits, vide Agreement.No.45D/2017-18, dated

31.0.2018 and after completion of the work within time and after checking measurements, the authorities prepared the bill dated 12.07.2019 for an amount of Rs.2,86,947/-, but not passed any pay order. 4. The petitioner further entrusted with execution of work for Flood Protection Work to the Coringa Regulator to control the flood water into the Coringa Dam in Yanam town limits, vide proceedings of the District Collector dated 03.10.2018 vide Agreement.No.41D/2018-19 dated 26.11.2018 and after completion of work within time and after checking the measurements, the authorities prepared bill but not passed any pay order. 5. Further the petitioner also entrusted with the execution of work for Desilting of G.E.Bank canal from Km 56.50 to Km 60.00 in D.C.Tallarevu, and after completion of checking M-Book passed pay order on 06.02.2019 for an amount of Rs.9,37,072/- but not paid the same till date.
Challenging the inaction on the part of the respondents under pay the bills the present writ petition came to be filed. 6. Today, when the matter came up for hearing, the learned Assistant Government Pleader placed on record a copy of the instructions given by the Executive Engineer, Godavari Eastern Division, Ramachandrapuram, vide letter.No.EE/GE.Divn./RCPM/CB/I2/1180 M: dated 18.11.2025. Wherein a detail of the work done by the petitioner, and the payment made to the petitioners are furnished which are under :

Having regard to the facts and circumstances of the case and in view of the fact that the amounts were already paid in favor of the petitioner on 13.01.2025 and 03.03.2025 as detailed extracted above no further orders are required to be passed in the writ petition. 8. Accordingly the writ petition is closed. There shall be no order as to costs. 9. Pending miscellaneous petitions, if any, shall stand closed. ______________
