Notice before admission, returnable in four weeks. 2. In all these Writ Petitions, the Petitioners are aspirants to various posts pursuant to Mega DSC-2025 Notification. 3. These Writ Petitions are filed questioning the non- selection to their respective posts on various grounds. 4. Sri G. Ramachandra Rao, learned Government Pleader, would submit that there is no violation in the selection process and that the selections are in accordance with the Rules in vougue and no error is committed by the Respondents. The learned Government Pleader further submits that a Grievance Committee has been constituted vide Memo No.2984388/Services.I/A1/2025-1, dated 24.09.2025 and the Petitioners can ventilate their grievances before the relevant Committee. 5. Heard respective counsel. 2 6. The learned Government Pleader further submits that the Respondent No.1 had issued a Memo No.2984388/Services.I/A1/2025-1, dated 24.09.2025 providing Grievance Redressal Committees with regard to complaints in the selection process pursuant to the DSC Notification, 2025.According to the Memo, there is a Zonal Level Grievance Committee and a State Level Grievance Committee apart from an Appellate Grievance Authority. The guidelines of the Zonal and State Level Committees are extracted below in tabular form: Sl. No Grievance Committee Type of Grievance Timelines 1 Zonal Level Committee 1. Final Appellate Authority Director of School Education Appeal against State Level Committee grievance disposal 30 Days 3 According to the memo, this mechanism is to ensure transparency in the selection process and to redress the grievances of the aspirants. 7. In the opinion of this Court, the Petitioner can avail the opportunity and give an application to the Zonal Level Grievance Committee, which would consider the grievance of the Petitioners, and an appropriate decision would be communicated to the Petitioners within the time line prescribed in the tabular form, which is extracted above. 8. Therefore, without expressing prima facie opinion regarding entitlement of the Petitioners, the following interim order is passed: i) The Petitioners shall submit an application explaining their grievance to the Zonal Level Grievance Committee through the email address as provided by the Respondent Authorities within the time fixed. ii) On receipt of the complaint from the Petitioners, the Zonal Level Grievance Committee shall examine the same and pass appropriate orders thereon within the time frame specified. 4 iii) In the event, there are complicated facts and legal issues in any grievance received, the Committee may also take the opinion of domain experts before making the decisions. iv) The Respondents shall also consider to keep certain number of posts unfilled to enable effective implementation of the grievance committee order and orders of this Court rather than annulling the appointments of appointees under DSC-2025 notification, which would lead to further complications. v) The Orders of the Grievance Committee shall be communicated to the email of the Petitioner also. vi) The decision of the Committee will be subject to further orders of this Court. vii) Any appointment to the post to which the Petitioners is aspiring will be subject to further orders of this Court. 9.
