Learned AGA accepts notice for respondent Nos.1 to 3. 2. Petitioner is before this Court, seeking for the following reliefs: (a)Issue a writ of mandamus directing the Respondent Authorities to consider the representation dated 21.11.2025 (ANNEXURE-G) submitted by the petitioner and pass appropriate orders in accordance with law b) direct the Respondent authorities to finalize the tender in question strictly in accordance with the tender condition No.15.9 at Annexure -A and clause 7(k) and (o) of the Government Order dated 30.10.2024 (Annexure -H)." - 3 - HC-KAR NC: 2025:KHC:48607 WP No. 35436 of 2025 3. The grievance of the petitioner is that the verification and identification of a local tenderer has not been made in terms of tender condition No.15.9, read with Clause 7(k) and (o) of the Government Order dated 30.10.2024 at Annexure-H which provides for the manner and methodology of determining a local tenderer and after such determination, the manner in which the final tender has to be made if they are more than one local tenderers and it is in that background a representation has been submitted by the petitioner on 21.11.2025 at Annexure-G, which has also not been considered. 4. A Government Order having been issued on 30.10.2024 at Annexure H, it is required for the respondents to follow the terms and conditions of the said Government Order and follow the steps indicated therein since tender condition No.15.9 of the tender would have to be read in consonance with - 4 - HC-KAR NC: 2025:KHC:48607 WP No. 35436 of 2025 the said Government Order dated 30.10.2024. In that background, I pass the following: ORDER (i) Writ petition is allowed. (ii) Mandamus is issued directing respondent No.2 to consider the representation dated 21.11.2025 at Annexure-G in terms of the Government Order dated 30.10.2024 at Annexure-H and tender condition No.15.9 at Annexure-A before finalisation of the tender.
