Nos. 4 & 5 : Mr. Amaresh Kumar, Advocate : Ms. Arpita Sinha, Advocate …...... 03 /19.02.2025: In this writ application the petitioner prays for the following reliefs: - (i) For appropriate writ, rule, order or direction upon the respondents to complete the promotion process and to consider and grant promotion to the petitioner on the post of Physical Training Instructor (P.T.I.) as he fulfils all the requirements of P.T.I. in St. Columba’s College, Hazaribagh and as the petitioner had already been called for interview vide letter no. 1099/2021 dated 03.07.2021, fixing his interview on 08.07.2021, which was however, temporarily withheld/stopped by office order dated 06.07.2021 due to Covid-19. (ii) For issuance of any other writ, order or direction that may be incidental to or connected with any or more of the reliefs sought for hereinabove or for doing conscionable justice to the petitioner. 2 2. It is the case of the petitioner that the notice was issued by the Vinoba Bhave University, Hazaribagh addressed to all the non-teaching employees for promotion to the post of Head Assistant, Accountant, Librarian, Assistant Librarian & P.T.I. for colleges. Vide notice dated19.02.2020 the persons who are seeking promotion were directed to present their original educational certificates and other testimonials before the committee for verification. 3. It is the case of the petitioner that he has produced all the documents and was called for interview also but thereafter, the respondents have not proceeded any further. He prays that a direction be given the respondents to conclude the aforesaid selection process. 4. The petitioner has got no right to be promoted, but in this case the respondents have started a process to consider promotion for the post of Librarian, Assistant Librarian, Head Assistant & P.T.I. The petitioner and others were also called for along with their educational certificates and testimonials for verification and the interview has already taken place. 5. Considering the aforesaid fact, I direct the University to conclude the process, if they want to do so, as early as possible preferably within a period of eight weeks from the date of receipt of the order. In the event they don’t want to proceed and want to abort the process, the reasons thereof also should be communicated to the petitioner within the aforesaid period. 6.
