When the matter is came up for hearing, the learned Standing Counsel passed on written instructions received by him, signed by the Commissioner, Rayachoty Municipality, wherein it is mentioned that the petitioner had 2. executed the work as stipulated under agreement referred above and completed the work by 27.01.2024. It is further stated that the payment could not be made due to priorities in the expenditure of the Respondent- Municipality and the bills could not be uploaded in CFMS portal. It was also stated that the Municipality will be paying the amounts as and when the amounts are released under GGMP-FIIW Grant, without any delay. 3.
