THE STATE OF ANDHRA PRADESH, REPRESENTED BY ITS PRINCIPAL SECRETARY, FINANCE DEPARTMENT, SECRETARIAT BUILDINGS, VELAGAPUDI, GUNTUR DISTRICT. ...RESPONDENT(S): 2 THE HON’BLE SRI JUSTICE NYAPATHY VIJAY WRIT PETITION No. 10696 OF 2025 ORDER: The Writ Petition is filed questioning action of the Respondents in withholding the payment of bills, 1st and Final bill for amount of Rupees of Gross Rs.4,96,155/- in Net amount of Rs.4,37,868/-, even after finalizing the bills payable to the petitioner in relation to the work i.e., “Providing CC road from Pole No.18/73 to door no.51/151-1 in lawyer Nagi Reddy Street in Ward No.20 in Rayachoty Municipality vide Agreement No.669/2023-24, dated 16.12.2023”. 2. When the matter is came up for hearing, the learned Standing Counsel passed on written instructions received by him, signed by the Commissioner, Rayachoty Municipality, wherein it is mentioned that the petitioner had executed the work as stipulated under agreement referred above and completed the work by 25.01.2024. It is further stated that the payment could not be made due to priorities in the expenditure of the Respondent- Municipality and the bills could not be uploaded in CFMS portal. It was also stated that the Municipality will be paying the amounts as and when the amounts are released under GGMP-HIW Grant, without any delay. 3. In view of the aforesaid submissions and also considering the fact that there is no dispute with regard to the execution of work and the amounts due to the Petitioner, this Court is inclined to dispose of the Writ Petition with the following direction: 3 (i) The Respondents are directed to pay the amounts due to the Petitioner within a period of four (04) months from the date of receipt of the copy of this order.
