The petitioner submitted a representation dated 31.01.2025 along with Form 6(A) application and requested the Revenue authorities for conducting enquiry and to consider the Form 6(A) application for mutation and to issue E-Pattadar Passbook and Title Deed. Despite request from the petitioner, the official respondents did not enquire survey in respect of the subject land. Therefore, inaction on the part of the respondents is illegal and arbitrary. 2. 3 During hearing, learned counsel for the petitioner reiterated the contentions and requested to issue a direction as claimed in the Writ Petition. 3. Learned Assistant Government Pleader for Revenue submitted that 4. unless Form 6(A) application is made through Mee-Seva, the mutation of name of the petitioner in the Revenue records and for issuance of E-Pattadar Pass Book the petitioner require to make an application under Rule 5(iii) of Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971 and as per G.O.Ms.No.209, dated 14.06.2017 through Mee-Seva on payment of requisite fee. In the absence of such application, alleging that the inaction of the respondents is illegal and arbitrary does not arise and requested to dismiss the writ petition. Heard learned counsel for the petitioner, learned Government Pleader 5. for Revenue and perused the material available on record. Admittedly, the petitioner did not make Form 6(A) application through Mee-Seva for online mutation of the name in the revenue records and for 6. issuance of E-Pattadar Pass Book, except a request. Therefore as on the date, no valid application is submitted in terms of G.O.Ms.No.209, dated 14.06.2017 for mutation of his name in revenue records and for issuance of E-Pattadar Pass Book & Title Deed in respect of the land. Therefore, question of taking action on the request made by the petitioner does not arise. Hence the petitioner is not entitled to claim writ of mandamus for the present in the facts and circumstances of the case. However, liberty is given to the petitioner 4 € /• to make Form 6(A) Application for online mutation of name and issuance of E-Pattadar Pass Book & Title Deed through Mee-Seva on payment of requisite fee, within six (06) weeks from the date of receipt of copy of this order. After such submission of the application by the petitioner, the respondent/competent authority shall consider and pass appropriate application after providing an opportunity of personal hearing to the petitioner and other stake holder, if any, within a period of two (02) months thereafter. With the above direction, Writ Petition is disposed of, at the stage of 7. admission with the consent of both the learned counsel. No costs.
