This is a Contempt Petition under Section 10 and 12 of the Contempt of Courts Act, 1971 for punishing the respondents for willfully disobeying the order dated 03.10.2024 (Annexure P-1) passed by the Co- ordinate Bench of this Court in CWP-26093-2022 titled as “Parkash Singh vs. State of Punjab and others”. 2. A perusal of the order dated 03.10.2024 passed in CWP-26093- 2022 would show that the Co-ordinate Bench of this Court had specifically observed that it would be open to the petitioner to file a representation and the respondent would pass speaking order on the same and the said order would be placed before the Court in order to fully adjudicate the case. 3. It is not in dispute that the said writ petition is still pending and Davinder Kumar 2025.07.25 18:55 I attest the accuracy and authenticity of this order / judgment COCP-1849-2025 2 the respondent authorities have passed the speaking order which has been annexed as Annexure R-1 along with the reply / affidavit dated 23.07.2025. 4. Learned counsel for the petitioner has submitted that the petitioner is not satisfied with the speaking order and has submitted that the present petition be disposed of but liberty be granted to the petitioner to place on record the said speaking order in the abovesaid writ petition i.e., CWP-26093-2022 and to pursue the case of the petitioner in the said writ petition. 3.
