ORDER (Per Sri Justice Ravi Cheemalapati) The issue highlighted through this Writ Petition, filed in the nature of Public Interest Litigation, is noncompliance of guidelines prescribed in G.O.(Rt).No.638, dated 16.06.2016, while transferring Sub Registrars.
2. Heard Sri Jithendra Palyam, learned counsel for the petitioner and the learned Government Pleader for Registration & Stamps.
3. Perused the material available on record and considered the
submissions made by learned counsel for the parties.

4. The pleadings would give out that some Sub-Registrars, despite being caught in surprise checks for financial misconduct, are being reinstated in profitable locations, whereas honest officers are being transferred to remote and low-revenue stations, which is against the very spirit of G.O.(Rt) No.638, dated 16.06.2016 and therefore the transfer list of Sub Registrars be declared as illegal.
5. Public interest litigation has developed as a powerful tool to espouse the cause of the marginalised and oppressed. It is intended to be used with regard to the persons who are unable to seek access to the judicial process by reason of their poverty, ignorance or illiteracy.
6. In the instant case, the petitioner wants to espouse the cause of honest Sub Registrars, who can by no means be considered neither poor ignorant nor illiterates. They will have enough prudence to fight against the injustice, if any, caused to them, without the need of any interloper such the petitioner. This Public Interest Litigation having been filed not for the purpose for which it is meant, deserves dismissal. nor as

7. Accordingly, the Writ Petition (PIL) is dismissed. There shali be no
order as to costs. Pending miscellaneous petitions, if any, shall stand closed.
