Heard learned counsel for the parties and perused the record. 2. This writ petition has been filed for the following reliefs: "i. Issue writ, order or direction in the nature of certiorari quashing the order dated 11.03.2025 passed by Respondent no. 3/Sub-Divisional Magistrate, Tahsil Chunar, District Mirzapur. ii. Issue writ, order or direction in the nature of mandamus directing the Respondent no. 2/District Magistrate, District Mirzapur to decide the application /representation dated 11.04.2025 of the petitioner with regard to cancel the one yearly fisheries lease of Arazi No. 78/area 1.6220 hectare (which is a pond) situated at Village Keshavpur (Gram Panchayat Jafarpura), Tahsil Chunar, District Mirzapur." 3. Learned Standing Counsel has raised a preliminary objection that the writ petition has been filed by the Pradhan of the village in his personal capacity through a private counsel without their being any resolution of the Gaon Sabha and any permission from the District Magistrate and as such the writ petition is not maintainable. 4.
