P.C.:- The writ petition is disposed of, by granting liberty to the petitioner to approach the appellate authority i.e. State Level Grievance Redressal Committee, headed by the Principal Secretary, School Education Department, within a period of four weeks from today. If such an appeal is filed, the Appellate Authority shall decide the appeal, by considering it in the light of decision of this Court in W.P. Nos. 8587 of 2016, 9885 of 2011, 2930 of 2021 and 2069 of 2022, as expeditiously as possible, and in any case within twelve weeks from the date of appearance of the parties before it. It is made clear that if the issue of delay occurs, then the time spent by the petitioner in prosecuting present petition shall be taken into consideration and delay shall be liberally condoned.
