Yagna Dutt, learned Counsel for the Respondents. 2. Sri J.V.K. Yagna Dutt, learned Counsel for the Respondents has passed across the table and drawn the attention of this Court to the Circular issued by the Tobacco Board dated 10.11.2025. Relevant portion is usefully extracted hereunder: “However, it is clarified that the NOC to be obtained from the bank shall pertain only to the loans extended for FCV tobacco crop cultivation purposes. NOC shall not be insisted upon for other crop loans or term loans sanctioned by banks to registered FCV tobacco growers”. 3. Learned Counsel for the Writ Petitioners has sought a short pass over to take instructions from the Writ Petitioners whether the Writ Petitioners were aware of the Circular dated 10.11.2025 issued by the Tobacco Board. The matter is passed over to enable the learned Counsel for the Writ Petitioners to seek proper instructions. When the matter has been called-out for second time, learned Counsel for the Writ Petitioners, on instructions, submits that at the time of filing of present Writ Petition, the Writ Petitioners are unaware of the Circular dated 10.11.2025. Therefore, learned Counsel for the Writ Petitioners seeks to withdraw this Writ Petition with liberty to the Writ Petitioners to approach their respective Banks to seek ‘NOC’ based on Circular dated 10.11.2025. This Court understands the above extract would mean that the Banks would not insists for any other material from the Writ Petitioners except the material pertaining to loan extended for FCV tobacco crop cultivation purposes and that the ‘NOC’ shall not be insisted upon for other crop loans or term loans sanctioned by Banks to the registered FCV tobacco growers. 4 4. With these observations, this Writ Petition dismissed as withdrawn with liberty to the Writ Petitioners to approach the Banks and seeks ‘NOC’ in terms of the Circular dated 10.11.2025. No order as to costs. 5.
