Heard Sri Amit Shukla, learned counsel for petitioner and Sri Ramanand Pandey, Advocate for Respondents-3 to 5. 2. It is very strange that now the District Basic Education Officers of State of U.P., in the garb of uploading orders on official website, are mentioning “speaking order ka sharansh” without even disclosing the date when speaking order was passed and incumbents are approaching this Court that no detail or speaking order was served upon. 3. In the present case also, learned counsel for petitioner has made same assertion that no speaking order was served upon petitioner and since uploaded order is only an office memorandum, therefore, even if it is quashed, it does not mean that speaking order is quashed since for that petitioner has to challenge the speaking order itself. 4. Learned counsel appearing for Respondents-3 to 5 submits that speaking order will be provided to petitioner within 72 hours. 5. Considering the above submission and assurance given by learned counsel appearing for Respondents-3 to 5, this writ petition is disposed of with liberty to petitioner to challenge the speaking order, if so advised. Since petitioner has been forced to rush this Court only on basis of office memorandum, as copy of speaking order was not served, therefore, a cost of Rs. 2000/- is imposed on Respondent-3, i.e., Basic Education Officer, Bareilly, to be paid to petitioner alongwith the copy of speaking order. 6. A copy of this order shall be sent to Secretary, Basic Education, Government of U.P., Lucknow, to ensure that all the District Basic Education Officers make it sure that before uploading summary of speaking order on official website, copy of same be served upon concerned employee. 7.
