ORDER: This writ petition is filed under Article 226 of the Constitution
1. of India seeking the following relief;
“..to issue an appropriate Writ Order or direction more particularly one in the nature of Writ of Mandamus declaring a the action of the 5th Respondent in not making subdivisions to the lands belonging to the petitioners in an extent of Ac.1.91 cents in S.No.529/3 situated at Balabadrapuram Village Bikkavolu Mandal East Godavari District by correcting the revenue entries as per the
order of 3rd Respondent vide Ref Cord3/485833/2024 dated 13 03 2024 and b the action of the 6th and 7th respondents in not deleting Sy.No.529/3 Ac 1 98 cents from 22A list of Balabhadrapuram Village Bikkavolu Mandal despite a direction to that effect from the 2dd Respondent vide Ref Lands 3/471414/2023 dated 08 10 2023 as wholly illegal arbitrary irrational unjust without jurisdiction violation of the Orders passed by the 2nd and 3rd Respondents Ref Lands 3/471414/2023 dated 08 10 2023 and Ref Cord3/485833/2024 dated 13 03 2024 principles of natural justice besides being violative of Article 14 and 300A of the Constitution of India and consequently direct the respondents to correct the entries as per the Orders of the 2nd and 3rd Respondents vide Ref Lands 3/471414/2023 dated 08 10 2023 and Ref Cord3/485833/2024 dated 13 03 2024 and pass...”

The case of the petitioners is that the petitioners are owners of separate extents of land, collectively admeasuring to an extent of Ac. 1.91 cents in Survey No. 529/3, situated at Balabhadrapuram Village, Bikkavolu Mandal, East Godavari District. The petitioners submitted representations to the respondent authorities, i.e., respondent Nos. 3 to 5, requesting for bifurcation and subdivision of the subject land among themselves and for de-notification of the land from the Prohibitory list under Section 22-A of the Registration Act,
1908. Considering the representations of the petitioners, respondent Nos. 2 and 3 issued proceedings dated 08.10.2023 and 13.03.2024, respectively, directing respondent Nos. 4 and 5 to redress the grievance of the petitioners and to delete the subject land from the prohibitory list. In compliance with these directions, the petitioners submitted a further representation dated 07.04.2025 to the 5th respondent, requesting for implementation of the orders passed by the 2nd and 3rd respondents, and for updating the revenue records and the remarks column to reflect that the land has been denotified under Section 22-A. However, despite the clear directions issued by respondent Nos. 2 and 3 through the proceedings dated 08.10.2023 and and despite the receipt of the petitioners’ individual 13.03.2024
4 representation dated 07.04.2025, respondent Nos. 4 and 5 have neither considered the representation nor complied with the directions. Hence, the present writ petition. On the other hand, the learned Assistant Government
