Heard Sri M.Chiranjeevi, learned counsel for the petitioner, and the learned Government Pleader for Panchayat Raj. 3. The grievance of the petitioner as could be perceived from the contents of the writ affidavits is that instead of inviting tenders for procuring material required for the works as specified by the State Government as required under Schedule-I, clause no.23 of the MGNREG Act, the respondent no.5-The Mandal Parishad Development Officer/Programme Officer, Etcherla Mandal, at the instigation of the local Member of Legislative Assembly, registered the vendors for supply of materials to the works and also entered into Memorandum of Understanding with those vendors, without following the procedure envisaged under the Act and circulars governing the field. 4. The averments of the writ affidavits are purely imaginary. No concrete evidence to support the averments of the writ affidavit has been placed on record to substantiate the contention of the petitioner to the effect that the material for the works would have been fetched at lesser value than the value quoted by the registered vendors. 5. It is also relevant here to note that earlier the petitioner filed Writ Petition in the nature of Public Interest Litigation challenging the action of the HCJ & RCJ W.P(PIL) Nos.16 & 126 of 2025 3 authorities in allocation of funds being in contravention of MGNREG Act and its Rules. The said writ petition was closed as the pleadings are not only inconsistent but being bereft of necessary ingredients. 6. In the absence of any material to support the apprehension of the petitioner regarding wastage of public money, the relief sought for by the petitioner cannot be granted. 7. In the above view of the matter, the writ petitions filed in the nature of Public Interest Litigation are closed. There shall be no order as to costs.
