Pandey, learned advocates appearing for petitioner are not present. 4 This writ petition is pending for last 15 years and meanwhile, much water has flown which may have adverse to prayer sought. 5. Accordingly, writ petition is dismissed with a cost of Rs. 1000/- to be deposited in High Court Bar Association. 6. A copy of this order be sent to petitioner on his given address. 7.
