The learned counsel for the petitioner submits that the petitioner submitted a representation seeking a No-Objection Certificate for the change of her name. It is submitted that after her marriage, the petitioner had changed her name from Rayapati Sailaja to Maddipati Sailaja. It is further submitted that the petitioner’s husband passed away on 09.08.2014 due to ill health. Thereafter, the petitioner wanted to change her name from Maddipati Sailaja to Rayapati Sailaja. In that regard, she submitted a representation to the 4th respondent on 18.01.2023. The said letter was forwarded to the 4th respondent for instructions. The 4th respondent rejected the request of the petitioner for issuance of a no-objection certificate for the change of her name on the ground that certain cases are pending against the petitioner. 2. The learned Assistant Government Pleader submits that the police have filed a counter, and in the counter it is also stated that there is one case pending against the petitioner wherein the petitioner’s name is shown as Maddipati Sailaja, and there are seven cases pending in the name of Rayapati Sailaja. It is submitted that these cases were filed in the years 2020 and 2021. In Crime No.129 of 2020, Pedakurapadu Police Station, the police have completed the investigation and filed a charge sheet. 3. Heard the learned counsel for the petitioner and learned Assistant Government Pleader. The petitioner is seeking issuance of No- 3 HN, J W.P.No.8038_2023 Objection Certificate for changing her surname from Maddipati Sailaja to Rayapati Sailaja. The change of the surname of the petitioner would not impact any of the pending cases against her in any manner. In such circumstances, the petition seeking a no-objection certificate for the change of her name ought to have been considered. 4. On these considerations, this Court is inclined to set aside the impugned proceedings dated 04.02.2023. The 3rd respondent is directed to issue the relevant no-objection certification for the change of surname of the petitioner. It is also made clear that such change of surname of the petitioner shall not in any way impact, or have any adverse effect on, the cases pending against the petitioner, whether in the name of Maddipati Sailaja or Rayapati Sailaja. 5. With these observations, this writ petition is disposed off. There shall be no order as to costs.
