Sri B.M.Shukla, learned Standing Counsel is present. 3. This writ petition is pending for last 19 years it was dismissed for want of prosecution on 8.10.2014 and was restored on 25.11.2016. Thereafter on 1.7.2019, it was adjourned on request of counsel for petitioner and subsequently on 28.4.2025 even though none appeared on behalf of petitioner, but matter was adjourned. 4. Petitioner has approached this Court in the year 2009 with a prayer to appoint him under the Dying-in-Harness Rules. 5. Learned Standing Counsel submits that according to the averments petitioner's father died wayback in the year 1999 i.e. more than two and a half decades and when this writ petition was filed, petitioner was aged about 21 years therefore, he must be now more than 45 years. 6. In the aforesaid circumstances, Court is of the view that at this belated stage object of compassionate which is to tide over immediate financial crisis does not survive and this may be a reason that petitioner and his Counsel are not active to press this writ petition. 7.
