Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ of mandamus or any other appropriate writ or direction declaring the action of the Respondents in withholding the undisputed bill amounts payable to the petitioner in respect of construction of CC roads laid at Gorlavandlapalli habitation, Ubicherla GP of Nallacheruvu Mandal, Sri Sathya Sai District under GGMP from 1) Hussain Sab House to P.Usman House under agreement No. 100/2023-24 dated 27.09.202 payable amount of Rs. 41,274/-, 2) J.Venkataramana House to Hyderamma House under agreement No. 108/2023-24 dated 27.09.2023 payable amount of Rs.1,17,336/- 3) K.Sreeramulu House to J.Venkataramana House under agreement No.99/2022-23 dated 27.09.2023 payable amount of Rs.1,11,759/-, 4) Old Mazid to Venkata Reddy House under agreement No. 102/2023-24 dated 27.09.2023 payable amount of Rs.1,22,815/- even after finalizing the bills as illegal, arbitrary and contrary to the principles of natural justice and consequently direct the respondents to pay undisputed bill amounts i.e., Rs.41,274/-, Rs.1,17,336/-, Rs.1,11,759/-, Rs.1,22,815/- payable to the petitioner in respect of execution of afore mentioned work vide Agreements forthwith along with 18 percent interest 3) K. The Court made the following order: The grievance of the petitioner is that even after finalizing the bills, the respondent authorities are withholding the undisputed bill amounts payable to the petitioner in respect of construction of CC roads laid at Gorlavandlapalli habitation, Ubicherla GP of Nallacheruvu Mandal, Sri Sathya Sai District under GGMP from 1) Hussain Sab House to P.Usman House under agreement No.100/2023-24 dated 27.09.2023 payable amount of Rs.
41,274/- 2) J.Venkataramana House to Hyderamma House under agreement No. 108/2023-24 dated 27.09.2023 payable amount of Rs.1,17,336/- 3) K.Sreeramulu House to J.Venkataramana House under agreement No.99/2022-23 dated 27.09.2023 payable amount of Rs.1,11,759/-, 4) Old Mazid to Venkata Reddy House under agreement No.102/2023-24 dated 27.09.2023 payable amount of Rs.1,22,815/-. 2. When the matter is taken up for consideration today, Ms Chandrika, learned Assistant Government Pleader for Panchayat Raj & Rural Development, while placing on record the written instructions of the Executive Engineer, PRI Division, Penukonda, Sri Satya Sai District vide Rc.No.28/A2/2022, dated 07.10.2025, submitted that the authorities have admitted the bills of the petitioner and they will have to pay the same, however sought eight weeks time for payment of the said amount. 3. To the said submission, Sri Ch.Satya Dev Naidu, learned counsel, representing Smt Bugulu Sreeteja, learned counsel for the petitioner, reported

no objection regarding payment and granting eight weeks’ time for making payment and prayed to pass appropriate orders in that regard. 4. Perusal of the written instructions of the Executive Engineer, PRI Division, Penukonda, dated 07.10.2025 indicates that the total value of work executed is Rs.4,37,280/-, out of which Rs.44,096/- towards statutory recoveries and the net amount of Rs.3,93,184/- is payable to the petitioner. The bill was uploaded in NIDHI Portal vide Bill Nos.2023-9012019, 2023- 9012021, 2023-9012023, 2023-9012020, but the same was cancelled due to the closing of Financial year and the payment requires sanction under the GGMP Grant. 5. In view of the facts and circumstances of the case and taking the
submissions of learned counsel for the parties into consideration, as the authorities have expressed their intention to pay the bill amount to the petitioner, there is no purpose in keeping this Writ Petition pending. As such, this Court is inclined to dispose of the same, with the consent of both the parties, at the admission stage itself, by passing the following order:
“The respondent authorities are directed to release an amount of Rs.3,93,184/- (Rupees Three Lakhs Ninety Three Thousand One Hundred and Eighty Four only) to the petitioner within a period of eight (8) weeks from the date of receipt of a copy of this
order. It would be open to the petitioner to agitate his claim for interest, if any, payable by the respondents in an appropriate forum, if so advised.”

6. Accordingly, the Writ petition is disposed of. There shall be no order as to costs.
