This Writ Petition is filed under Article 226 of the Constitution of India seeking the following relief: “to issue a Writ of Mandannus or any other appropriate writ, order, or direction declaring the inaction of the respondents in not mutating the petitioner's name in the revenue records and not issuing pattadar passbooks pursuant to the petitioner's online Application No. MUT250708052498, dated 08-07-2025 and the Partition Deed No. 4755/2025 dated 16-05-2025 as illegal, arbitrary, and violative of Articles 14 and 300-A of the Constitution of India, and Consequently to direct the respondents to forthwith effect mutation of the petitioner's name and issue pattadar passbooks, and to pass…” 2. Heard the learned counsel for the petitioner and the learned Government Pleader for Revenue appearing for the respondents. 3. The learned counsel for the petitioner submits that the petitioner is the absolute owner and possessor of the agricultural land situated at Pathuru Village, Bhimadole Mandal, having lawfully succeeded to the subject property through a family partition and continuous possession. The subject property admeasuring an extent of Ac.4.28 cents in R.S.Nos.657/1, 657/2, 658/1, 658/2 and 651/5 of Kamavarapukota and Surappagudem villages devolved upon the petitioner under a family partition deed by way of registered documents dated 16.05.2025. Since then, the petitioner has been in peaceful possession and enjoyment of the subject property. While so, the petitioner made an application dated 08.07.2025 to the respondent authorities seeking issuance of Pattadar Passbooks and Title Deeds and for reflection of his name in the revenue records. Even after receipt of the said application, the respondent authorities have neither considered the same nor issued any proceedings thereon. Hence, the present writ petition. 4. On the other hand, the learned Government Pleader for Revenue appearing for the respondents has furnished written instructions dated 08.12.2025 issued by the 3rd respondent, wherein it is stated that the petitioner did not file a mutation application before the Tahsildar, Bhimadole, for mutation of his name in the revenue records. 5. Considering the submissions made by the learned counsel on either side and upon perusal of the material available on record, this Court is of the considered view that, in view of the written instructions furnished by the respondents, the writ petition can be disposed of by granting liberty to the petitioner to make an appropriate online application before the 3rd respondent, namely, the Tahsildar, Bhimadole, West Godavari District, within a period of two (02) weeks from the date of receipt of a copy of this order. Upon filing of such application, the 3rd respondent shall consider the same and pass appropriate orders based on the records, in accordance with law, within a period of two (02) months thereafter. 6. Accordingly, the writ petition is disposed of. There shall be no order as to costs. Miscellaneous petitions pending if any, shall stand closed. ________________________ JUSTICE D.
