1. The petitioner has filed the petition seeking following reliefs:-

“10.a. That, the Hon'ble Court may kindly be pleased to allow the petition by quashing order dated 18.04.2023 communicated to the counsel of petitioner vide annexure P/4 (collectively), holding that it is not a reasoned and speaking
order and after quashing the same, a direction be given to the respondent for quashing reasoned order considering all the documents available on record within stipulated period after hearing the petitioner, hence suitable direction issued to be respondent by allowing the petition, in the interest of petition. 10.b. Cost of the petition be awarded. 10.c Any other relief or direction which the Hon'ble Court may deems fit, be also awarded.”
2. Learned counsel for the petitioner submits that the petitioner’s application for grant of license of the arms has been rejected without assigning any lawful reason. He submits that a single line has been written ‘विचारोपरोत', which is a non-speaking order and the authorities are required to pass reasonable speaking order in this respect, however, it has not been done.
3. Learned State counsel submits that the the petitioner should have approached before the concerned authorities while mentioning the said provision and, in turn, the concerned authorities will consider the same and pass appropriate orders.
4. Considering the aforesaid aspect of the matter, the order impugned Annexure P/4 dated 18.04.2023 is hereby quashed/set- aside. The concerned authorities are directed to pass a reasoned
3 speaking order, in accordance with law, within a period of 45 days from the date of receipt of copy of this order.
5. It is made clear that this Court has not expressed any opinion on the merits of the case.
