Danggen, learned counsel for the petitioner, who submits that the petitioner is a public spirited person who has filed the instant PIL as no action was taken against the private respondents, who according to him are involved in certain misappropriation of fund. Mr. R. H. Nabam, learned Additional Advocate General appearing for the State respondents, submits that preliminary investigation in the matter is being carried out and it is only within a matter of time that the same would be concluded. He further submits that if there is any incriminating material against the private respondents, the respondent authorities will definitely look into the matter and take appropriate action. Mr. O. Pada, learned Standing Counsel for the SIC appears on behalf of the respondents No.3 and 4; Mr. T. Tagum, learned counsel for the respondents No.12 to 15 and Mr. G. Tarak, learned Standing Counsel for the Rural Works Department, representing respondent No.16. Considering the fact that the respondents are conducting preliminarily investigation, we are of the considered opinion that the purpose of instant PIL has been served at this stage. It is, however, observe that the respondent authorities concerned shall complete the investigation and take the same to its logical conclusion in accordance with law.
