1. This is a petition under Article 226 of the Constitution of India, seeking direction to the High Court to provide virtual hearing links in advance and making a provision for mentioning of the urgent matter through virtual mode also. Along with this petition, we do not find even a single application/representation made by the petitioner either to the Registrar General or to the Registrar IT.
2. On being pointedly asked as to whether you have made any representation to competent authority when you faced any difficulty in connecting to the Court through virtual mode, the answer of the petitioner was that he has not made any such representation. He

would submit that no representation is required to be made when there is a case of violation of his fundamental right.
3. The petitioner claims fundamental right to the link which he claims to have been denied by the Registry and, therefore, he has straight away come to the High Court seeking enforcement of his fundamental rights. He was also asked as to how in the absence of a link being provided to him, he could connect with this Court and make submissions. The answer was that today it was provided.
4. The issues raised by the petitioner, who is appearing in person, can be very well addressed by the High Court on its Administrative side. We do not see any reason to entertain this petition. This petition, is accordingly, dismissed, leaving it open to the petitioner to make a detailed representation projecting his grievance to the Registrar General. Needless to say that in case such representation in writing is received from the petitioner, the same shall be considered and appropriate measures shall be taken to address the issues raised by the petitioner.
