Heard the learned counsel for the petitioner and the learned Government Pleader for Revenue appearing for the respondents. 3. The present writ petition is filed seeking a declaration that the action of the 4th respondent in not issuing the E-Pass Book and in not mutating the name of the petitioner in the revenue records in respect of the land admeasuring Ac.0.75 cents in Sy. No.21/19, Ac.0.75 cents in Sy. No.21/23, Ac.0.50 cents in Sy. No.21/24, and Ac.2.00 cents in Sy. No.21/25, totaling an extent of Ac.4.00 cents, situated at Rajupalem Lakshmipuram Village, Chimakurthy Mandal, Prakasam District, is illegal and arbitrary. 4. The learned counsel for the petitioner submits that even after receipt of the petitioner’s applications through PGRS bearing Receipt No.4208 dated 15-09-2025 and the Spandana application dated 26-06-2023, the respondents have not considered the same and have not passed any orders thereon till date. Hence, the present writ petition. 5. On the other hand, the learned Government Pleader appearing for the respondents, on the basis of written instructions issued by the 4th respondent, submits that the subject property is Government land and, therefore, the petitioner is not entitled to seek mutation of his name in the revenue records. It is further submitted that the same was communicated to the petitioner by way of an endorsement dated 01.12.2025, a copy of which has also been furnished to the learned counsel for the petitioner along with the written instructions. 6. Considering the same, the writ petition is disposed of granting liberty to the petitioner to challenge the said endorsement dated 01.12.2025 issued by the respondent authorities before the appropriate forum, in accordance with law.
